Consumer based internet is typically asymmetric, meaning that the upload speed is reduced to 1/10th of the download speed, definitly not what you want for a server. This does not explain though why some sites download faster than others. You can test for data loss by leaving a constant ping run to some common IP like 8.8.8.8. 1.

You can not really do anything to change this it is all outside your equipment and likely even outside your ISP.
