If you space out your forts so that there are 2 non-fort territories between them, then the AI will be forced to move to the closer fort, and can't move further into your territory. Delete one of those forts or block the strait and you won't have that problem. This is also why you don't build forts with overlapping ZOC. A lot of it has to do with the tile they enter the forts zone of control, the territory they own or occupy around it. And the access they have through other nations.
